Judiciary Police arrests assistant manager of São Vicente branch of Caixa Económica a second time 10 November 2015

Judiciary Police once again arrested Herberto “Bety” Rodrigues, assistant manager and treasurer of the Caixa Económica ce Cabo Verde (CECV, a commercial bank) branch located on 4 de Julho Avenue in Mindelo, São Vicente, this Tuesday morning, November 10. The investigations carried out by the Judiciary Police following the embezzlement of more than 33 million escudos now indicate that the crimes of fraud and breach of trust were committed.

The arrest is the result of new evidence and a tipoff that led the Judiciary Police to widen its investigations. “The former manager was using the account of a 98-year-old client. He made various withdrawals totaling some eight million escudos. The strategy used was to withdraw the money and place it in another account. The holder of the account never suspected the operations were taking place because he held the former treasurer in high esteem. With this, he managed to clean out the client’s account,” according an A Semana Online source.

With this new information, the Judiciary Police requested a new arrest warrant. Rodrigues now stands accused of fraud and breach of confidence. According to our source, however, the investigations will continue because “there are still a lot of things that need to be clarified.”

On July 27 of this year, Caixa Económica de Cabo Verde assistant manager and treasurer Herberto Rodrigues was taken before a São Vicente district court judge, charged with the crime of breach of trust, after an internal audit carried out month before detected the disappearance of more than 300,000 euros (some 33 million escudos) from the institution’s coffers. The bank tried to resolve the issue internally, but after 10 days was forced to request the intervention of the Judiciary Police.

An investigation was initiated and led by inspectors with training in financial and electronic crimes, an investigation that was a determining factor in the assistant manager’s arrest. Manager Águeda de Pina was also ordered suspended from her post. Rodrigues, who has dual nationality, was released pending trial and prohibited from leaving the country, and was fired by the bank.
